The theme of the 71st Annual Joint Central Conference, “Embracing a new paradigm in policing through transformational leadership” is both instructive and encouraging. I commend the organisations for this insightful approach to policing at this pivotal juncture in the transformation of our police service.
IThe 2008 JCF Strategic Review Recommendations highlights “leadership in the modern police context as not the domain of any one individual but as shared and distributed across all levels of an organisation.” In this vein, developing effective leadership at all levels within the JCF is essential to our concerted efforts at dismantling organized criminal groups and diminishing the scourge of violence in our communities. I am pleased with the quality of leadership displayed by our service men and women, as it signifies the maturity and coming of age of the Jamaica Constabulary Force.
It is this transformational leadership and innovative thinking that has birthed Unite for Change (UFC) and has led to the new concept introduced by the High Command, proximity policing. Unite for Change will facilitate the national coordination of all Violence Prevention Interventions within Government and across all sectors of society, in a targeted approach driven primarily through communities and supported by a national communications campaign. Proximity policing, which speaks to policing from within the community, is key to preventing the future spread of violence; a critical step adopted by UFC, in eradicating the epidemic of violence.
For 71 years the Joint Annual Conference has been an important platform for dialogue and collaboration among rank and file members. This conference serves as a unique outlet for young leaders to share their experiences and, together, work through issues and recommend solutions. You are the face of the JCF, the true ‘leaders’ of the Force, as it is you who interface with citizens day-to-day in enforcing the rule of law. Cherish this platform and continue to build strong leaders who will champion the cause of your organisations for years to come.
I commit my full support to this organisation as we continue to build an atmosphere of hope, for a safer and more secure Jamaica.
